European Commission adopts the AI Continent Action Plan to make Europe global leader in AI
The European Commission's AI Continent Action Plan, launched on 9 April 2025, put into action President von der Leyen's vision outlined at February's Paris AI Summit. This strategy transforms Europe's existing tech industry and talent into a formidable global AI competitor through five strategic pillars: infrastructure, data access, sector-specific adoption, talent development, and regulatory simplification. This coordinated approach positions the EU to assert leadership in the increasingly competitive global AI landscape while building on Europe's distinctive technological and cultural foundations.

The EU isn't just chasing technological advancement—it wants AI that respects human rights and democratic principles. This dual focus on competitiveness and ethics shapes their entire strategy.
How does Europe become an AI Continent?
The European Commission has introduced the AI Continent Action Plan to turn the EU’s strengths—such as its skilled workforce and strong industries—into powerful tools for AI development. The AI continent action plan explains how to harness the untapped potential of European researchers and industries. It aims to shape the next phase of AI development, boosting economic growth, and strengthening competitiveness in areas such as healthcare, transport, science and more.
The "AI Continent Action Plan" will invest €200 billion in AI development across Europe, focusing on five key areas:
Building AI computing infrastructure
The EU’s public AI infrastructure needs to be scaled up so that innovators and researchers can train and finetune AI frontier models. Europe is creating the physical computing power needed for advanced AI:
13 AI Factories: Shared computing facilities using Europe's supercomputer network where startups, businesses, and researchers can develop AI applications
5 AI Gigafactories: Much larger computing centres with enough power to train the most advanced AI systems
InvestAI Facility: A program to raise €20 billion from private investors for these gigafactories
Cloud and AI Development Act: New rules to triple Europe's data centre capacity within 5-7 years, focusing on environmentally friendly facilities
Increasing access to high-quality data
Further action is needed to ensure more access to high-quality data for AI innovators, Europe will create the conditions for a single market for data through
Data Union Strategy: Creating a single European market for data sharing
Data Labs: Facilities within AI factories to collect and organize quality data from various sources
Promoting AI in key Industries
Currently, only about 14% of EU companies use AI. The EU plans to boost both AI development and practical implementation through the application of the AI Strategy. The strategy will:
Encourage more businesses to adopt AI technology
Focus on bringing AI to important sectors like healthcare and government services
Use AI factories and Digital Innovation Hubs to help implement these changes
Building AI skills and talent
Europe already has a strong foundation of AI talent but needs to build on this advantage through a comprehensive approach to AI skills development. The EU's strategy focuses on several key areas:
Make it easier to recruit skilled AI workers from outside the EU
Create programs to attract and keep top AI researchers in Europe
Launch training programs to develop new AI specialists and help current workers gain AI skills
Making the AI Act Work
Europe will help businesses understand and follow the new AI regulations:
Provide guidelines and codes of practice
Create an "AI Act Service Desk" where businesses can get information and guidance
Facilitate compliance with the AI Act, particularly for smaller innovators.
